The main challenge of this major project was its location on the far north of Baffin Island, where the construction season is limited to about four months per year. Each operation had to be carefully planned to maximize the short summer work window.

For Defence Construction Canada, this project, located more than 700 km north of the Arctic Circle, consisted of the construction of naval facilities for the supply of Royal Canadian Navy vessels. The work included the production and placement of 60,000 m³ of aggregate, the repair of a three-cell wharf and the construction of two fuel tanks with a capacity of 3.75 million litres each.
